@OnPaddington 大型研究費（CRESTのようなもの）を取得した場合は、そちらに専念するような仕組み（ただし基盤科研費のステータスはホールドされ、大型プロジェクト終了後に戻ってくることができる）ようなものを導入すれば、かなりセービングできるのではないでしょうか。

@tsuyomiyakawa 100万円×100人で1億円なので、そうかも知れませんね。科研費が取れていない予備軍がどれくらいいるのかわかりませんが、確かになんとかなる気がします。ただ、本当に重要なトップの方の研究の予算が削られていくという側面もありますね。あと、申請書の数が膨大になるので、審査が大変そうですね。。

@OnPaddington 大型研究費は今はいろいろあり、今後も増額を要求しやすいと思われます。大型を有している研究者は途切れることを避けたいということがあり、今は大型プラス科研費を並行して取得されている場合が多いです。大型を有している研究者も、終わったときに科研費に戻る保証があれば安心して専念できます。
