このリスクをロシアが深刻にとらえた場合、第１撃を受ける前に撃つ、という選択があり得る。これをshoot it or lose it situationと呼ぶ。
このように、核の世界では、片方が第１撃で有利にたてる可能性があるときは双方に第１撃のインセンティブが生まれてしまう。

ロシアは、平素は即時発射可能な弾頭数はアメリカに劣る。理由は２つ。１つは、ICBMのかなりの割合が路上移動式であること。路上移動式は非脆弱性は高いが、常に発射態勢にあるわけではなく、平素は格納庫に置かれている。

①医療サービスがなくなると持病がある高齢者は町を出ていく
②住民の重症者率は下がる
