原発30km圏へ拡大の話。安全委員会は現場対応の実態と制度や計画の検証をしたのかなあ？自治体の災害対応知っている人いるのかなあ、と思うこの頃。基礎自治体主導の災対法側よりはるかにたちが悪い。

国に現場対応専門部隊をつくり、被災市町村の初動3日の対応をすべてやる、ってのはどうだろう？当然マルチハザードで。と、おもったが、自衛隊拡大版でいい気もしてきた。あくまで例えだが、戦争こそマルチハザード、想定不能、現場意思決定だし。だからこそ、入念な下調べ、作戦が必要に。

社会には極論を言い続ける人ってのが必要で、それにカウンター言説をかます人も必要で、そういう人に対して感謝と尊敬する心を持ち続けることは非常に大切だけれども、極論が世に出て行使されようとしたときには全力で阻止することが大事で、それが古来から言われている中庸ってものの正体だと思う。

長居植物園 今日は一日中植物園をウロウロしてる。午前中は鳥のセンサス。今はカラスの巣のチェック。夕方からはタヌキの下見。いまはカラスの巣ばかりみてるのだけど、ふとヒタキ類が飛んだ。ムギマキだった。得した感じ。近くでカメラマンさん達がキビタキ雌を撮影中。ムギマキを教えるべきか？
