精一杯に解釈すると、分割された圧縮ファイルなどへの対策がしたいということか。しかし分割ファイルは全部揃えないと解凍できないし、圧縮ファイルの一部単体では意味のないバイナリになったりするけど、それをちゃんと画像の違法ダウンロードで罪に問えるのか。手元のちぎれたzipのバイナリで。

海賊版がひどいというのはよく分かったとして、「違法に上げられたと知っていて、4コマ中の1コマを、表示ではなくダウンロード」という、具体的にどういう動機の人がどう操作したらこの犯罪に該当するのか全然分からないという謎の違法化に見えて、どういう実効性なのか？？？という感じ。
