@Dogen It's the same in French. A lot of words have the exact same pronouciation (ex: verre, ver, vert, vers or non, nom) but completely different meanings so the meaning of the words often depend on the context of the sentence. It can be really confusing for people learning it

もっとも教科書の記述は完全な間違いとは言えなくて、前後関係から「大規模な公共事業」がアウトバーンの建設と読めてしまうところがまずい。「公共事業」の大部分が実際には軍備拡張だったとわかるように書けば間違いではない。ただし普通はそれを「公共事業」とは呼ばないだろう。
