びっくりが続きすぎて、気軽な「見学」気分が吹っ飛ぶ。県側担当者には、何がなんでも通すという意志を感じる。よほどの政治的利権的な圧力？がかかっているのか。ひたすら聞くだけで、10時間座っているのも辛かった。まあ、口を開いたら爆発しかねないけど（笑）。

住民説明会も開いていない。説明会開催は審査条件でもある。だが県は、業者側の開いた（住民のほとんどに告知せず？）という主張を鵜呑みにしている。ほかにも細かな問題点は山ほどあるが、県担当者はとにかく塩対応と無言を貫き通す。知事の意見を聞いてくれという最後のお願いも拒否。なぜ？

さらにびっくりなのは、川の流速の計算式（３年確率降雨）が間違っていた。集水域の面積はヘクタールなのに平方メートルで計算していた。直すと８割の地点でNGとなる。秒速６～８メートルで流れる地点もある。これは土石流の速度を上回る。河川は住宅地の中を流れるから水害が危惧される。県側は無言。

とくに仰天したのは、申請に必要な排水に関する「河川協議」の書類がないこと。町民側が情報開示請求をすると、10月時点まで存在しないことがわかる。ところが「今はある」という。いつ添付されたのか日付を応えない。9月時点ではなかったのに、なぜ受理したのか。そもそも本当に協議は行われたのか。
