実はほぼ同種の法案が、2012年にロシアでも可決してます。このロシアの法案も、市民社会を著しく規制するものとしてEUから非難を受けてきましたが、よりにもよってEU加盟候補国の地位を獲得することを目指しているジョージアが類似の法案採択を目指していることで、ジョージア国民のみならずEUも非難。
