もともとの方針があり、その根拠として「保護者など」の声を挙げているのかもしれませんが、客観的に見ると一部の大きな声で先生や子どもの健康に直結する政策を決めていること自体に違和感が大きい。
それに電話は、保護者や生徒以外でも、別の自治体でもかけることができます。

This attack is likely a part of the operations preceding the actual counterattack. In addition to the actions on the ground, the attack towards Grayvoron is an information operation. Ukraine controls the information space, while the Russians are left confused and disorganized. 5/

According to Ukrainian officials, the goal of this mission is to establish a buffer zone in Russian territory in order to protect Ukrainian civilians. This is understandable, as Russia has continuously shelled Ukrainian villages from their side of the border. 4/
