1. Nobody cares. Immigrants don't vote so politicians have no incentive to care. So lobbying is pointless. Donate all you to candidates and PAC's all you want but they cannot deliver votes.

2. There are so many of them and the 7% nationality cap for the green card means that USCIS is currently dealing with green card applications from April 2012 for the EB2 and EB3 categories. Which means the backlog is incredibly long.

For context, each year ~140,000 green cards are issued and no country can get more than 7% (~9800) issued to them. I don't have to spell out how this sucks for Indians. The weird thing about green cards is that your country of birth is what's considered not your nationality.

石に突き刺さった聖剣を引き抜く場合であれ、大きなかぶを人力（+犬猫鼠）で無理やり引き抜く場合であれ、まず初めに注意すべきことは「抜けるか抜けないか」だけでありません。
力任せに引っ張って抜けた場合あるいは一部が破断した場合に、その反動で後ろに勢いよく転倒する危険性を想定すべきです。

大きなかぶを引き抜く工程においては（結果はさておき）、作業手順が適切とはいえませんでした。
引き抜くかぶのサイズが、普段の作業手順で想定しているよりも大きく上回っている事が確認された時点で、より適切な作業計画に見直す必要があった筈です。
しかし実際の方法は「場当たり的」過ぎました。

この「大きなかぶ」の件は 幸い負傷者が無かった事もあり、当初はヒヤリハット報告に埋もれていたのですが、しかし報告内容とハザードの大きさを鑑み、改めて重大インシデントに位置付けて再調査する事となりました。
まず作業手順には、流石に化け物サイズのかぶまで想定した記載はありませんでした。

報告者である農夫から詳細な聞き取り調査を行ったところ、作業内容についても幾つかの重大な問題点がみられた。
